But of course I love travel so there's five new cities I could add, plus I'd still happily return to any of those above.
Interesting and mixed list! I'm like you, I would return almost anywhere, not super picky in that regard!

Bolded the ones I've completed since I posted this.

The rest still apply. I'm running out of places to add (I feel that I've visited most everywhere in North America that I REALLY want to), but I'll try:

New York
Buffalo?
And I'll say Tampa and Miami just because I'm being lazy.

There are so many places I have yet to see even though it feels like I have traveled pretty extensively. There are also huge swaths of land that do not interest me in the slightest, and will probably be evident from my list.

My list is as follows and is made up of only places I have never been. I also left off "cities" that are doors to national parks and the like and focused on cities and towns that I want to visit for the city itself.

1. Quebec City
2. Burlington, VT
3. Provincetown, MA
4. Mystic, CT
5. Baltimore, MD
6. Ithaca, NY
7. Pittsburgh, PA
8. Key West, FL
9. Somewhere on the UP of Michigan, not sure what town
10. Traverse City, MI
11. Milwaukee, WI
12. Minneapolis, MN
13. Albuquerque, NM
14. Sedona, AZ
15. Vancouver BC
16. Monterey, CA
17. Palm Springs, CA
18. Puebla, MX
19. San Miguel de Allende, MX
20. Oaxaca, MX

haha yes yes I know. That's why I hesitate to call this a bucket list, cause I feel like a bucket list you are actively trying to check off and complete. This is more like a bingo card? I dunno...but yeah I have as much urge to return to NYC for the 21st time as I have to go to Salt Lake City for the first time.

Really hard to rank these. I pretty much want to see everything I haven't seen. There are plenty of smaller cities I'll probably forget about, but for now I'll just do a quick top 10 US-only list first, then do another top-10 list for all of North America.

US:

1. Honolulu, Hawaii
2. Phoenix, Arizona (been to the airport - especially curious only because I might be interested in moving there)
2. New Orleans, Louisiana
3. Philadelphia, Pennsylvania
4. Madison, Wisconsin
5. Anchorage, Alaska
6. Las Vegas, Nevada
7. Minneapolis, Minnesota (been to airport)
8. Austin, Texas
9. Burlington, Vermont
10. Albuquerque, New Mexico

NA:

1. Honolulu, Hawaii
2. Montreal, Quebec
3. Vancouver, British Columbia (been to airport - really felt like a tease - incredible scenery)
4. Phoenix, Arizona
5. Mexico City
6. Toronto, Ontario
7. New Orleans, Louisiana
8. Philadelphia, Pennsylvania
9. Quebec City, Quebec
10. Madison, Wisconsin

I would absolutely like to visit more of Canada. I've done the drive from Michigan to Niagara Falls but that's it, no major cities up there.

I'd say that's fair. The one on your list that I'd say truly has bucket list status for anyone in North America (or the world for that matter) that appreciates cities would be Mexico City. Not to say that any of them aren't visit worthy.. but that one is just mind boggling in particular. I get that though. I like revisiting cities that I really like, too.
