Does a city like this exist in the US?

Requirements:

1) No or VERY little snow or ice

2) Mild winters that barely ever get below freezing

3) Size of at least 50,000 people

4) Located at least (preferably further) an hour away (driving time) from ANY higher crime city of any size

5) Good restaurant scene or outdoor activities or good shopping

Can't seem to find anything that comes close to hitting all 5

San Diego? Portland? There are a bunch of places in Florida and Texas that would fit the bill

Default go SLO

San Luis Obispo, CA ("SLO-town") is picturesque, has great weather, and is at least four hours away from both LA and SF. I haven't been there for years, so don't know about the restaurant offerings.

How can you not find any places that fit your description? There is literally a bunch. Santa Barbara would fit your description.

Chico, CA. Lots of outdoor activities, not sure what good shopping is, as we only buy basics. I also do not know what you consider low crime.

I would have said Charleston, SC, but nearby North Charleston, SC is a lot rougher (they are still separate entities, though). Then I thought Raleigh, NC but Durham, NC is half an hour away. Maybe Savannah, GA? I don't know. My advice is not to be paranoid about the crime taking place a few miles away and get a freaking alarm for your door.
