My choice for a fascinating place in Louisiana was the old Evangeline Downs racetrack at Lafayette. Three languages were heard there. Besides English and Cajun, it featured quarter-horse racing, beloved by Hispanics from Texas, where pari-mutuel is illegal.

The original track has been relocated at Opelousas, where I have not been..

I'd imagine walking into a random bar or liquor store in any town USA Hawaii and Alaska would be the obvious choice as the most likely to generate a comment from a local. I'd even be more impressed if that said person was from a village not on the road network.

For the lower 48, I'd assume North Dakota or Wyoming could garner some interesting comments, as not many people have been or know people from those states.

Random comment: I have only seen one car with Hawaii plates in contiguous US. This was in Grand Canyon. Had to do a double take.

I've seen a handful of Alaska which in itself is quite remarkable but Hawaii is on a whole other level.

I always assumed at least on the East Coast that most Hawaii plates are from Military personnel who were stationed over there.

I have sold homes to two separate Hawaiian residents in New Mexico in the past half-year, and they still have their plates, even though they own property in NM.
