^^^ these are the main 4 you see in nyc every single day.
For 5th place I will put Massachusetts
other common plates are Virginia, Maryland, North Carolina, and Georgia.

Being that DC is so small I barely see their plates outside of DC. I’ve seen a few in nyc with my friend being one of them (she is from DC) but yea I rarely see those plates
As someone who drives to and from Jersey a lot. I notice that nyc has much more Jersey plates than Jersey has NY plates.
For example I’ve been on several blocks in nyc where I saw more cars NJ plates than NYC. But in Jersey I’ve never seen such a thing where New York plates take over a block or a garage

Interestingly enough, over 10 years later, your top 5 isn't much different from what I see in Stillwater now. All the same states still, though bottom 3 by a different order. Yes, Texas by a huge margin. Also seldom see the lower ranked states. Some state license plates are not easy to read, though.
Weird that Delaware is in the metro and isn’t number 2
Yeah, sometimes I wonder why there are more NY plates, but if you think about it, it makes sense. Delaware is a relatively low population state, and many of the people who actually live that far out end up working in Wilmington. Wilmington is actually a relatively strong economic hub for a city its size. Many companies are HQ'd there because of the tax incentives. So, we don't have a huge commuter base from Deleware. That, and in regards to which state transplants in our metro are from, NY has got to be the #1 or #2 state.

I live near Crofton MD and DC plate is definitely the #1 non-MD plate I see around.
It is probably something like:
1. DC
2. Virginia
3. NY
4. Pennsylvania
5. New Jersey
Not many Delaware plates, but it is also such a small state.
In Indianapolis:
1. Illinois
2. Ohio
3./4. Michigan/Kentucky (about tie)
5. Not sure...a mix of Iowa, Tennessee, or NY
Seeing a lot of cali plates in nyc for the past 3 years.
At first I thought maybe those are rental cars
