Yep, cities are superlinear, basically one of the few things in life that are actually permanent. We still have Athens, Rome, Jerusalem, Mexico City etc. etc.
Based on the spirit of the question though, Iowa City is a good choice, as it is not really a key target for earthquake, famine, geopolitical warfare, flooding and tsunamis or fallout radiation.

Impossible to predict. By the time that happens, the world will likely be a completely different place. And it won't happen in our lifetime. It's best you direct your energy to more important questions.
Any city in the mid-South, chiefly because they are near energy sources of coal, oil, and natural gas, farmland, and abundant water. Plus there typically is a stronger social compact.
Some Cities might actually grow if the US collapsed. I imagine people would start moving into the city out of necessity?
