I don't know about cities, but there's a FiveThirtyEight graphic about what the 2018 election map would have looked like if only nonwhite people had voted. Unsurprisingly it's mostly rural areas in the West and South.
Texas cities will most likely have conservative minorities. You have to remember though....just because someone votes Democratic does make them leftist. Blacks/Hispanics are surprisingly more conservative on certain things than people think.

I'd say on average, black folks are probably centrist with a left leaning on certain issues that would benefit black people, especially lower income. Black people's brand of leftism is A LOT different than say a white person in Seattle, Portland, or SF.

Likely anywhere with a good Vietnamese or Cuban population. Asians and Hispanics are both solidly Democratic as a whole, except for the Vietnamese and Cubans, who lean right.
White non Hispanic folks make up less than 50 percent of the population in five states. Out of those states, Texas is the only state that remains "red." And contrary to some political speculations, I believe Texas will remain red in 2020. Remember that Texas is home to many large and growing and economically strong cities.
