Probably smaller cities in Virginia and Maryland. These states tend to have good schools and not a lot of destitute poverty (except in their western parts) AFAIK.

Tupelo is a nice town. I seen some nice black neighborhoods in different parts of town.

College towns are the best micropolitan areas. There is more going on. So to be not too remote, it helps not to be more than an hour away from one or two of the state's major metros.

My college town has just grown out of micropolitan status and will advance to metropolitan status after the 2020 census confirms it.

Seems like most places we typically think of as college towns are already MSAs or part of one. I'd wager that the majority of micropolitan areas have a college or university but their presence isn't large or looming enough to make them true college towns as we typically think of them with basically every aspect of town life revolving around their institutions of higher learning. I know that's the case for my hometown, a micropolitan area mentioned earlier in this thread, which has two universities.

Somewhat true. The MUW is on the southside of my hometown.
