I'm a Coloradan so for me that state would be Wyoming, which is the least densely populated state of all states that border a state. Not even sure they have 25 "cities", but I'll take a crack at it at the top of my head:

1.Cheyenne
2.Casper
3.Rawlings
4.Jackson
5. Green River
6. Gillette
7.Cody
8.Lander
9.Laramie
10.Riverton?
That's all I got lol
