The reason the document exists is to indicate which stations can be offered to satellite customers beyond their DMA. So, for example, Frederick County, MD (DC DMA) gets all of the DC stations, including the ones not listed, but can only be offered specific stations from the Baltimore DMA.

Thats what I wanted to know, what stations beyond the designated DMA can be received.

Why would this even matter? Aren't you moving to Houston so you don't get fired? In Houston, you can get 100+ channels OTA with better quality than cable.
In any case, what is allowed in one DMA and not another is likely based on station ownership and negotiated agreements between the cable companies and the stations.

2. I am a Geographer, this ALWAYS interests me. I spend my spare time going on TVGuide to see if say Spotsylvania County gets Richmond stations. Would nice if I had a list/map.
You click a DMA, and you get an orange circle with blue counties.
If you hover inside the circle you get several grey highlighted counties in and outside the circle.
What does that mean?
I think Ocean County, NJ would kinda qualify. They get both New York and Philadelphia TV stations. They even have a town in the county called New Egypt that only receives Philadelphia area media.
I've personally seen local news channels out of Philadelphia cover news stories from Ocean County.
