Anyway Sacramento has about the same COL as Austin, if not cheaper, and it offers decent access to the ocean and good access to the mountains. You should give it another look.
There aren't that many city in the US that meets your requirement and is about the same size as Austin. You should decide what's a must have and what's optional if you really want to make a move.

Have you considered smaller cities like Chapel Hill, NC or Charlottesville, VA.? They don't quite check all your boxes, but I don't know of too many places that will. Public transportation is a big ask outside of the largest metros.

Yeah, I was thinking of major college towns due to usually having decent public transportation and some of the things the OP is looking for.

It doesn't have to be the same size as Austin. Did I say that? If I did I didn't mean too. I just thought all of California was too expensive (like on par with NYC) to even consider living there.
I'm willing to compromise in places like weather, and transport as long as I have the option of public transport. I don't leave my house unless I have too because I have so much anxiety about driving. But as long as traffic isn't bad I can probably deal.

It does. And I think this person didn't hear me say I've lived here my whole life and I want to leave. I'm also a ***** trans liberal in a very conservative state.
I love NYC but it's winters are very very cold and I don't want to pay $2000 to live in a shoebox
I've actually done research into most of these cities, but there's just something not grabbing me.
Thats Manhattan. You can get decent stuff in the outer boros
