The Twin Cities stands out among northern US metro areas more so for extremely cold winter temperatures rather than snowfall. Also would like to mention that the snow won't keep you from leaving your house in Minneapolis/St. Paul. We are pretty well set up for snow here and it doesn't shut things down when we get snow. It's on the ground for about 5 months so it is just a part of life. You definitely want to be okay with winter here though since it's long, but we have all 4 seasons and summer is spectacular. The Twin Cities hit your criteria really well if you are okay with winter.
