Why do you think this is the case? Is there any common factor on why some cities are friendly and some are not?

I'd guess that it's easier to meet people in highly walkable neighborhoods, no matter the city. Places where people generally walk to the store, kids walk to school, people can walk to restaurants and bars, plenty of parks with tennis courts and dog runs, and people regularly take buses or trains, then you're golden.

If you're in a neighborhood where driving everywhere is the norm, you cut down on the chance for the random encounters that can lead to friendships and romance. Yeah, some people can make friends anywhere, but I think it's easier in a walkable neighborhood, whether the city is large or small. Like I've always said, look for the type of neighborhood you want first, then find the city.

Some of it is just cultural and some of it is just genetic, for example Portland, Seattle, and Minneapolis are notorious for having that "seattle freeze", where people are passive aggressive, reserved, cold, and flaky. This is legit Scandinavian type behavior and it's no coincidence that these cities are also heavily Scandinavian in terms of immigrant history and genetic makeup.

Some of the other cities like Vegas, Miami, and LA are very warm, sunny, and diverse. People in these cities are probably just naturally happier and sociable due to the sunshine, being close to the ocean, and encountering different groups of people. I'd also say the culture of Las Vegas, LA and Miami are very similar, laid back, creative, and open to new things/always innovating.
