Forgive the vague title. I understand this is subjective. And it largely depends on the person: their demographic, interests, lifestyle, etc.

But are there any measurable criteria that one might consider as making a place conducive to meet friends?

I think mid-sized cities with average COL (or less) are the best for this. Folks aren't too busy to spend time with others, and there's enough people that you're more likely to find your tribe.

Not saying you can't make friends in a big bustling city, but it can be tough if everyone is hustling all the time to make ends meet. And small close-nit communities can be rather insular and difficult to break into.

The easiest way to make friends is through shared interests and hobbies. So, the best city for making friends is individual and depends on one’s interests.

Do you find that cities with a higher % of transplants are easier to make friends in because you're more likely to meet other people looking for friends?

Lots. Sacramento, CA. Bend, OR. Tacoma, WA. Spokane, WA. Boise, ID. Salt Lake City, UT. Tucson, AZ. Fort Collins, CO. Colorado Springs, CO. Tulsa, OK. Minneapolis, MN ... really too many to list. I think most of these places have had an influx of people during the pandemic, though I didn't research all of them.

If Minneapolis and Spokane are mid-size, mid-size now means nothing.

The more populated states and cities are, the higher chances you have of making decent friends. It's all a numbers game. You also have to consider if the city's culture is more extroverted/open to socializing vs reserved/cold to outsiders. Las Vegas, Los Angeles, Miami, Chicago, NYC, Houston, Phoenix, are all very friendly. Seattle, Portland, San Francisco, Minneapolis, Denver are less friendly and harder to make friends

I went with this site's definition of mid-sized, 100k-500k. Admittedly, some of these cities are slightly over 500k, but close enough. BTW, Spokane is only 229k.
