Tough call, as I think both states want infrastructure and basic services.

Best bet is to look for states with the worst infrastructure, poorest education systems and where things are most inefficient.

"Worst Education" is probably a good marker which would be easiest to look up.

Except that some of the "worst educations" come from places that spend the most on education.

Yeah they are about the same, you might consider the county taxes where you are living. Retirement Living - Taxes by Ste: Alabama - Iowa

Definitely depends on your lifestyle, what you own, where your income comes from. When I lived in Mississippi, for example, the taxes on real estate were peanuts, but if you drove a newer model high line car, well, look out, the tags could be well into the thousands!

Offhand, I would think, for "Joe/Jane Retiree", probably the total tax bill would be less in rural Georgia vs N.C. rural areas. If you get close to Atlanta, property and other taxes get pretty high, not to mention the cost of a home.

But, hey, it depends on how you live. Tobacco is sure cheap in NC, or was when I was there about 15 years ago..
