My 'ideal' city would be progressive, growing (economically and population), green, safe, and politically left, but still full or character, history/architecture, diversity, and the arts. Steady relocation without the excessive sprawl/strip-mall-mania.

Possible?? Any suggestions?

Maybe the Twin Cities area of MN, Denver, Bay Area of CA, Milwaukee, DC and Boston.

Boston was the first thing that came to my mind, although I have not been there, yet. My impressions of the city seem to match your criteria. Inside of D.C. as well as mentioned, but outside is suburban hell. Smaller college towns might fit as well if a big city is not that important. The one close to me is Charlottesville, VA and it pretty much has all of those characteristics you want. North of town is a bit sprawly though.
