The old money area of St Louis city is definetely around Central West End. Between the private streets and the gorgeous houses on Lindell Blvd across the street from Forest Park, the area is full of huge, beautiful homes. This area also has plenty of highrise condos/apartments, restaurants, bars, local shops, etc. Very popular place for young people as well.
I would add St. Louis Hills as a secondary "best side of town" for the city of St. Louis.
