The more rural areas are going to have lower taxes, but the schools often leave much to be desired. This can have a direct effect on overall property values in these areas, and in some cases large landowners (re: white land barons) actually work to keep the public schools undesirable to outsiders, in order to keep land values down and taxes low. Meriwether County (midway between Atlanta and Colmbus) is a good example of where this has gone on for generations.
God forbid a white person would own land. That is funny because my black BIL, my white brother, and I(White Hispanic) own investment land in South GA.

And low taxes do not equate with bad schools. I personally have no desire to live in any of the areas with the low taxes, but that is for other reasons. I would never have my primary residence outside of Fulton or DeKalb.

Interesting. What do Fulton and Dekalb have which makes them desirable? For example, I'm quite pleased to have chosen Cobb for my county of residence ... and not just because of its close proximity to my workplace and my wife's workplace.

There are also other expenses to consider, like property insurance. Doesn't it vary throughout the state? I assume properties near the coast are more expensive to insure. I am only mentioning this, because people often move to an area to save on tax, but a prospective buyer needs to look at the whole picture.
