How best to organize the primary election system?

I don't think the taxpayers should have to pay for primary elections which benefit the political parties. The political parties should pay for them themselves if they want them. There should be one taxpayer funded election in which all candidates run. If no one receives a majority, then another election will be held among the two highest vote-getters.
