Those concrete barriers would be ugly. That said they could say lives. Not only from people on their phones but also the impatient driver deciding to pull out and pass another vehicle and/or the driver who has had a few too many drinks.

Those concrete barriers are called K-Rail and they are so expensive, the following ideas are cheaper:

1. force cell phone manufacturers to install software which disables the phone's txt and web browser functions, if the accelerometer determines the phone is in motion above 30 mph. If you 'join" the wifi nework of like a comuter train or airplane, then it would work.

2. make all roads which have an objective collison rate above "x" per #,000 cars per "y" miles one way roads, and lower their speed limit by 15 mph until their fatality rates falls to acceptable/normal.

3. federal DOT requires bluetooth module installed in the dashboard of every new car. Allows voice-based navigation and txt reply, but disables the phone's screen when the car is in motion above 30 mph.

The basic difference is that a freeway has limited access thru on/off ramps and a highway generally is not limited access. It can also be an indicator of the number of lanes since nobody would ever call a two lane highway a freeway.
