OP's premise illustrates quite neatly why so many who argue passionately about gun bans know absolutely nothing about guns or about the Constitution. To wit:

"what if Congress ratified the second amendment with a total gun ban for civilians."

Pardon my bluntness, but that question is utter nonsense.

OP, please do a bit of research on the US Constitution, its origins, and the amendment process. Just a little will suffice.

That will never happen because the government would prefer to avoid the scenario where most public servants wind up dead or unemployed.

As to whether it would reduce gun Violence - just look at a place like Australia where they used to have quite liberal gun ownership laws - that is until they had a mass shooting and public agreed to make serious changes. Now they ban assault weapons and hi-cap clips and they have had few additional mass shootings.

That is a myth, Australia had about the same frequency of shootings before and after the semi auto gun ban (note that other types of violence killed more people) :

You mean 'repealed' like in Venezuela today?

In 2012 the government of Hugo Chávez banned private gun ownership as the 'official' response to gun violence. So only federal and municipal agents could legally obtain and carry firearms.

In 2015 the Venezuelan Violence Observatory, a nongovernmental group, estimated that there were 27,875 murders that year, which would make Venezuela's homicide rate one of the highest in the world, at 90 killings per 100,000 residents. The group found that the rate climbed higher in 2016, to 92 per 100,000.

So much for 'gun control' saving lives.

We know a couple of folks who were major gun enthusiasts but moved to places where private ownership is extremely limited. They found it annoying at first but are happy overall with their decision to relocate. They say there's a much higher quality of life, even though they don't have their firearms.
