well, idling is illegal in many states. ironically it is usually only illegal for diesels.
I dont appreciate people idling endlessly and needlessly
however have learned that idling for about 5 minutes or longer here is a way of live when the temp reaches around 0F. at -20, the car wants some time to be brought up to temperature.
So now we see the real reason you don't like your neighbor, he smokes. Or is it because he's a twenty-something with a better vehicle then yours?
I see something another person is doing, I blow it off... This is America, what they are doing is their choice, they live by their standards not mine.
If you were paying for your neighbors gas I could see where you were coming from.......
That was such a broad jump that I wouldn't even call it logic. Don't have a problem with people smoking. I actually am glad him and his friends smoke outside since they have a baby in the home. As for his having a better car than me,...that's a joke. He has an old beat up Mitsubisihi Mirage and I have a V6 2003 Chevy Malibu and my wife a 2007 Chrysler Sebring touring edition. And when I saw what he was doing, I didn't say anything to him. I laughed it off and posted it here. If I were an HOA Nazi I'd be all over him and on the board changing rules to make such things a violation for fines. But I'm not an HOA Nazi so I don't bother to say anything to him.
The car was running with no one inside when I arrived home from work at 7:20am. I got the dog on the leash and went down our normal route which is past their home. On our way back home is when he came out to drive off in the car, about ten minutes after the first time I saw the car running.

If I did that then I wouldn't have gotten some drug dealers, thieves, and vandals arrested. If you pay attention to your neighbors, their vehicles, and their home you begin to notice things out of the ordinary which led to several arrest.
But it's ok with you if a woman wears a mini/micro skirt in the middle of winter I'd wager......
It's okay for anyone to wear anything they want. It doesn't mean it's very smart. If you deem wearing shorts, mini skirts, or bikinis when it's -10 F outside to be appropriate attire, go for it. Somebody has to win the Darwin Awards.
Many young people today wear shorts, even in winter. My neighbor's teen/twentysomething guy is no different. The other day at 7am the air temperature was 50 degrees. While walking the dog, I saw that they had their car running with no one inside. At first, I thought they were warming up the car for the infant. Turns out the teen/20something guy ran out wearing his shorts and knit cap and got in the car to drive away by himself, no baby in car. Now, my wife does warm up her car but only if her 85 year old father is riding with her.
50 degress isn't cold, especially to a teenager. Where I live guys wearing shorts in the winter crosses many age groups. I don't do it myself and I wouldn't criticize those who do. Maybe he forgot to do something which took a few minutes? You sound like a nosy neighbor.

A fellow came in from pumping gas wearing a cotton shirt and jeans. He joined a woman who was wearing t-shirt, jeans and flip-flops. They tossed a small blanket over the pajama clad baby resting in mama's arms.
They walked out into the 28 degree temperatures and climbed into a vehicle.
I made a stop at the convenience store near home today and was given reason to think of this thread.

Another good point. I don't feel bad at all for adults who do this--dumb, but whatever. On the other hand I'd have to think that's near child abuse. Don't they realize that a baby can reach hypothermia pretty fast in not all that cold of temps? I've seen this around my neck of the woods as well.
