They're not planning on actually using any of the electricity, they are just trying to keep the factories open and the economy going.

Same reason they are building those ghost cities.

Actually I would have to disagree with this. China has something like 17% of the world's coal supplies however their rate of usage is about 5 times the US. At the rate they are going they will burn through that supply in the next 30 or 40 years. It's the equivalent of what we would we would burn in the next 150 to 200 years using current rates. Many nations are in the same boat, the only two nations that have long term supplies relative to their needs is the US and Russia.

They are extremely reliant on coal for domestic heating and power and if they have not developed the infrastructure to replace coal in the near future they are going to be in big trouble.

Interesting. I did not know that.

I was being semi-sarcastic in my post. It sounds like a very Chinese Government thing to do: build a bunch of solar farms to keep the economy going and to boost its "green" credentials, without actually using them.
