If you are going to worry about vinyl windows, you should also worry about furniture, dryer sheets, nail polish remover and cleaning supplies first. Vinyl is lowest on the list.
Forty yrs ago, we had the Three Mile Island nuclear crisis. At the time, the AEC was criticized for having such a seemingly poor handle on the risks of a nuclear accident. The response of the AEC to the accusations were simple and basic-- You can't numerically estimate risk until you've had your first accident. In the history of nuclear energy there had never been an accident at that point.
The analogy applies here-- if you point to a research paper showing any actual, real life health damage caused by vinyl off-gassing, then we can tell you your risk. ...but you won't fnd any such paper.

Vinyl windows have direct exposure to the outside, so some of the off-gassing won't even affect the indoors. Open the windows frequently and they probably won't ever affect the indoors.
Synthetic indoor materials, furnishings and furniture would be more of a legitimate concern.
