If it is only a "one holer" I will turn the light off when I leave, a lot of times the fan is activated by the light switch, and why have the fan running when no one is in there. I don't when I leave a bigger restroom, as I don't check under the stalls before I leave.
I would venture to say that the ones getting turned on/off are the one-seaters. Where you have one toilet, and perhaps a urinal for the men's, and a single toilet in the women's. If the place even HAS separate bathrooms for the two genders, that is. Some just have a single bathroom, and a locking door.
I almost always turn it off. I've lived on solar power for 7 years and it's second nature to kill the lights when I leave a room. But not if it's a large rest room with other people in it.
Always leave the fan on, for obvious reasons. Turn the light switch off with your elbow, if possible. I always grab the door handle with a clean paper towel, or push the door open slowly (in case someone is coming in) with my elbows. Germs are equal opportunity destroyers.

I think i've #2'd maybe 3 times in a public restroom. I only do it in dire desperation and believe me when i say, you're going to want that exhaust fan running for awhile after the fact. I'm sure there are many others similar to me.
If I go in to wash my hands or use the urinal real fast and notice that someone is in one of the stalls, I always get a good laugh at turning the lights off on them. And no Im not joking, I really do that.
If Im lucky enough to see their expression as they leave the bathroom, that makes it even better lol. They usually look so pissed off.
