I work in Duncan & every day I pass by the James F. Byrnes High School. The school zone lights are flashing most of the time unless I leave early. It seems to me that I am the only one who does the speed limit though there.
Why isn't there a cop there or someone else making sure people slow down?
For me, it appears when the crossing guards are actively present/working there people tend to mostly slow down (but may not always stop for them...), but when they're not out yet at 7 or not really active when cross traffic/walkers volume still low early on people just tend to go regular speed.
I mostly come by the Elementary school and there's frequently Spartanburg Co officers right there at edge of that zone, but I believe that's also edge of DuncanPd jurisdiction and also more police traffic that area with the training center right down the street.
I frequently see the Duncan cops dealing with traffic at the 290/85 interchange area.
Same on Woodruff Rd at the school past Jeff Lynch. Big Flashing signs overhead there and many don't slow down. They could collect a lot of $$$$ in fines there around 2:30 each day. Drivers brains are just wandering somewhere else I guess.

The town of Duncan extends east on East Main Street (South Carolina Highway 290) to Spartangreen Boulevard. Many motor vehicle accidents occur at Interstate 85 and East Main Street around the time schools are starting or ending each day.
I will say Duncan has a new black BMW unmarked police car...so maybe they are there watching now...
