Just to update, and THANK YOU again to everyone for their kind suggestions.

After 5 sessions of do-it-yourself fogging the garage, we gave up and called in the pros. Mid Pacific came out and sprayed the garage with a single aerosol can of something nasty. Kept the garage closed up (door to kitchen we had already covered with plastic & blue tape) for 24 hours instead of the only 4 hours advised. Next day opened it up to air out, swept and vacuumed up all the white diatomaceous earth we had previously scattered, and...no fleas jumped on us!

Yay yay yay!

Mic Pacific will come out again in 10 days to spray again when the eggs hatch.

Cost was under $80. for the visit. We should have done this the first time, instead of spending $$$ on so many foggers, powders, etc. Plus having weeks of not being able to use the garage, access all the stuff in there, being frustrated.

I am SO happy the fleas are dead. Feel bad for Mother Earth, but I guess not bad enough to live with a flea problem.

Just FYI the one time we fogged the house was apparently enough to kill whatever few fleas had traveled in there.

I don't regret the cat project, but I have learned some things so I'll do it differently the next time.

Next time I'll keep the recovering cats in non-home location. That is, I'll build a cat compound out of something like wood & wire, with shelter and shade. Then I can keep that outside and the fleas will at least not be in the house and garage.

I would also ask the vets who spay/neutered them to clean and dose the cats with the flea drops, just enough to make them flea-free as they recover and are either then released or adopted.

I forget if I posted, but we did adopt out the 2 sibling kittens to a great home, and fixed/released the mom & a male. We haven't spotted any new cats in the area yet, so at least the ones around here are no longer making more.
