I'm going to UH Manoa in Honolulu next fall and spring. I was told by someone that I should get a Hawaii Drivers license once I get here so that I can get discounts for being a local. How am I supposed to get a Hawaii Drivers License if I'm not a resident? From what I understand I can't claim residency while in college in Hawaii if I take more than 5 credit hours.

Your drivers license doesn't determine residency for tuition purposes - they aren't related (nor does it determine any residency requirements in Hawaii)
