I paid the registration fee and have the registration document (which I attached to the other documents that come with the bike) but the store said I didn't have to fill out my personal information. The bike's new owner (or rather their parents as I believe the form only let people 18 and older register a bike) will fill in their own information and mail the registration forms off to the city/county.

True. Like you wrote, though, this fee just seems silly/unnecessary. I wouldn't even be as upset (I'd still be upset) if the registration fee only applied to those bikes that are likely to be parked out on the streets. But this is clearly a smaller, kids bike. Yet, because the wheels are exactly 20 inches, I had to register. Just very frustrating.
