David Ige just gave the okay for hotels and other businesses on Kauai to reopen starting tomorrow.

Many easy ways around getting you on the news and a permanent criminal record like calling in a prescription to doc and pick up at a Walmart etc. I know tons of people that have flown in and while they aren't out and about partying, they do leave to buy food and other necessaties, go for walks in their neighborhoods for fresh air and exercise etc. I don't know a single one that has literally locked themselves up for 14 days straight. To me the point of the quarantine is to reduce the number of people coming here and reduce social interaction; it has done the job splendidly. Everyone is getting their panties all up in a bunch about how ineffective the quarantine is and that people can't be policed. Duh. The point is to reduce the number not eliminate it. It's so strange to me how everyone seems to think it always has to be an all or nothing proposition.

There must be more to that - all the hotels never closed on Kauai although many did.

There probably is more to it. Brenton Awa (KITV4) made that announcement just before going over to the Governor's news conference on TV right now.

Looks like everyone will be tested upon arrival, just like Iceland.

It’s actually test before arrival so no quarantine. If you didn’t do the test prior to getting on the plane - it’s test on arrival and 14 day quarantine

'Prior' to arrival per the article. Wonder if state might attempt to require confirmed negative test
results within 72 hours of departure. Those without spend fourteen days in surpervised quarantine
on arrival. Need time to develop policy and protocols with airlines, advise traveling public, etc. Perhaps something we might see implemented sixty days from now?

However, a passenger can not be refused entry onto a plane without a test. Instead, the passenger would knowingly be under a 14-day mandatory quarantine and tested upon arrival.
This makes sense. Note, I wonder if the test for covid still involves putting that swab up your nose and into the naval cavity. If so, I'm curious to see how many people would still be dissuaded from coming as a result.

Also, I'm curious to know who is going to be footing the bill for these covid tests, as they aren't cheap. If the move would be to push the costs onto the traveler (I don't see how it would be financially sustainable for the state any other way), I see that having more of an impact than anything, honestly. Even if insurance would cover it, many won't want to go through the headache of working with their insurance for that process, I wager. I know one thing: I would not pay $100 for a test (and I wager that its going to be more than that once administrative fees and taxes are tacked on) to travel to Hawaii now and am not agreeing to have anything inserted up my nose

Here is the problem I see with the testing 72 hours scenario. Most hotels, etc will not let you cancel 72 hours prior to arrival. So what happens if you test positive? You are out all that money. In the end if there is a 14 day quarantine by the last day we are willing to book which is around June 20 we will cancel.

They can't cost that much - Las Vegas is offering tests to everyone for no out of pocket costs.

The bigger problem - you don't get the results for 3-5 days. So what do I do if I go to Vegas - get tested when I land - frequent the casino for 5 days - and now armed with my test get on the plane? This has to thought thru much more than it already has. We know the rapid test (if you can find one) has a fairly decent error rate.

I'm having a hard time seeing how this will work.
