Inspections in Hawaii aren't like in the mainland (by the book). I would talk to others on Post and see what garage is the easiest. Where I take my car on Kauai all he does is look at the odometer and nothing else.

Why didn't you just keep your TX registration?

When you have tinted windows, the technician has to use a light meter and verify that the amount of light (sunlight) meets a minimum percentage for passage. They have a series of plates with known light percentage (not sure of the correct term) that they then compare with their meter in order to prove accurate calibration. Due to recent crackdowns, many of the certified safety inspectors are getting leery of passing illegal vehicles. They don't want to lose their license and/or pay fines.
