Our pediatrician is testing every kid, with a runny nose, that comes through his door. Results within 24 hours. He sees his sick patients starting at 4 p.m.. Everybody gets a note too. They follow strict guidelines, wonderful doctors.
Have you explained to the school the situation with not being able to get a doctor's note? I would start there. I would make sure I talked to someone other than an office clerk too. Aren't the schools there taking temperatures before a child can enter school? They do here, and that is working without everyone having to be tested and tested and tested.
Actually, many people who are infected with coronavirus do not run fevers. Checking temperatures is just a way of giving the illusion of being protected. Until we have an effective vaccine, the only way to protect each other is mask wearing, and social distancing.
My daughter has runny nose but no fever. She is getting better and most likely will have no symptoms in a few days but needs a doctor's note to go back to school next week. Her doctor cancelled her annual check-up today and doesn't want to see her until 2 weeks later. It's a shame that doctors not seeing patients when they are sick or providing necessary services.
A runny nose can be 100 different things and most of them there's nothing a doctor can do. She may just have to stay home and wait for this to pass. Kids shouldn't be going to school when they're sick anyway. Adults shouldn't go to work sick either. That's how diseases spread and not just COVID.

And just because they're available doesn't mean anyone actually has access to them or can purchase them where they're located. You can't buy an N95 mask so why would anyone be able to buy a 99 mask (even if they had scientific proof that they work)?

Im paranoid about blood myself, surgery would be the wrong profession for me.
It's bad poicy for schools to require a Dr's note for illness related school absence. Many childhood illnesses are self limited viral illnesses which any mom (or dad) should be able to take care of at home until the child recovers. It is counter productive to go to the Dr for every cold or allergy attack.
I'm guessing it is due to COVID fears. COVID19 has sparked psychological fear and trauma into everyone. There have been many doctors who have seen patients or known colleagues who have gotten very sick (and likely some that have died) due to COVID.
The psychological toll is probably what is causing the doctor to react like that.
That said, I'm not sure if this is the full story. If the doctor's office is open, they should have protocols in place for COVID screening. A runny nose is not a known symptom for COVID, so I don't understand why the pediatrician would refuse to see your child.
Again, there may be more to this story than is presented in the original post. Based soley on the information provided, I don't see the reason for refusal.
