Best states and cities for complex wheelchairs and the physically disabled? (salt, medical)

Googling "disabled friendly cities" I find something from a group called "New Mobility" which I think I'd heard of before. It's a kind of magazine by and for the disabled. (So it's a bit of "lifestyle" and not just medical advice)
They placed Denver at top. Other cities placed high are Seattle, Raleigh, San Jose, Salt Lake City, and Madison. As a somewhat conservative type turned off by really big cities I'm intrigued by Sioux Falls, South Dakota. I think they're a tad liberal for South Dakota, but at least moderate and not too large.
Access Traveler seems to list more cities you can make work as a disabled person.
Oh my you're right. I didn't see the date, it's from 12 years ago. The following is more recent and from something called "The National Organization on Disability." I don't know how respectable they are though.
They placed Indianapolis as the winner of their "Disability Friendly City" award for 2009. Other cities in their top ten were Alexandria, VA.; Denver, CO.; Louisville, KY.; New Haven, CT.; Sioux Falls, S D; and Surprise, AZ.
In North America in general I think Vancouver, Canada had a wheelchair-using mayor and I believe they do well too.
which states are better for high ssa income? I want to eliminate the need for spend down under Medicaid. here in ny I have to pay 525 just to keep medicaid and 685/mo is not enough to live on.
