Personally I don't think the western powers are going to back down here, and the Russians are not going to risk conflict with the west over Kosovo. I think the Serb tactic is to do everything possible to incite violence & conflict - I believe they think it is the only conceivable way they can attempt to regain Kosovo, hoping that the incited violence escalates into a regional war. However, I don't believe the tactic will work, with a Serb-savvy west that knows what Serbia is up to.
The irony is that this is precisely this aggressive behavior that has so hurt Serbia over the years - from the Bosnian conflict through Kosovo's independence. It's not too far-fetched to imagine their borders ultimately shrinking even more if they keep this up!
