You should learn the difference between nuclear warheads (which have yields measured in KTs/MTs) and delivery vehicles (like torpedos). They are not one and the same.

But a strategic torpedo that takes many hours to reach foreign shores, creating a massive wave? And one that requires the Russian Navy - which spends a whole lot of time in port and precious little at sea (recall their only fleet carrier that had to be accompanied by tug-boats on its deployment because its ancient boilers were in such poor condition) - to create a specialized submarine to deploy it? Yeah, if that isn't a massive boondoggle well-deserving of having 'Tsar' attached to it, nothing is.

But if the Russians want to pour money into such a weapon, with its limited roles, rather than get more bang for the buck from just building more boomers and SSGNs, more power to them. Sounds to me like a weapon meant more to impress the potentially-restive masses than to overly concern foreign powers.

This torpedo can be programmed to roam oceans around the globe without any ships near. That is the point. Basically autonomous.
