I got a new water softener installed in my home last week, Now I am feeling water is little bit slippery/soapy. Is this how water softener works ? what is the best way to test it's working ?

I installed this unit, and I set it the hardness level to 35 with High capacity setting:

Yes, that is the biggest complaint with soft water. It feels slippery/soapy when you're trying to rinse it off. You'll get used to it after awhile. We hated it at first but don't even notice it now. My in-laws hate it when they come and visit and we have to bypass the water softener for them when they shower.

It feels a bit weird at first, but once you get used to it you will love it! It makes your hair so much softer, and your skin won't dry out like it does when washing with hard water. I had one in the old place and miss it terribly!

You should check with your water supplier to see how hard your water is, and adjust the settings accordingly. You may be over doing it.

SO Chandler Muincipal will provide that info ? will it be same for entire Chandler or my area might have different hardness level, sorry I am new to this thing

I installed my own a Sears softener and it's set on 15. All you need to do is take a sample of water to a Sears store and they can do a basic test for hardness for you.
And yes the slimey oily feeling is natural and it prevents waterspots from building up on your showers and sinks etal. It will extend the life of your plumbing keeping it cleaner and it let's you use far less soap and washing machine detergents so you're saving money too.
