So I have noticed that over the past couple of weeks something odd has been going on. We came home from a doctors appointment, I went to the bathroom and the water for the toilet was turned off, a couple of weeks later I hear a running noise, and the faucet out side was on, and we have been having troubles with the toilet down stairs, and it turns out that the water was partly shut off on that toilet. The only people in the house are the wife and I.
The outside was most likely kids. Neighborhood kids turned on a neighbor's outside faucet while they were away on vacation. Kids are stupid. They don't realize how much money water costs or how much damage that can do. Just be glad you were home.
As for the inside toilet, it's likely that you or your wife turned it off when it was clogged once to prevent it from overflowing. When it was turned back on, it simply wasn't turned on all the way.

That happened to us and I couldn't figure it out. Then I came home one day and there was the letter carrier getting himself a drink from the hose. He apologized and said he used our house because we were the "nice people" who wouldn't yell at him. Turned out he was in a hurry and simply didn't shut the water all the way off.
Poor guy was thirsty. After that we took to leaving a soda in the mail box for him on hot days. Our service was TERRIFIC. I never had to go to the post office for a package as long as he was our mail man.
