Or don't latch it in the first place; that way you can nudge it open with your knee. Unless your carrying something with that, too?

BTW: I think that door on the bottom of the stairs no longer meets code. I think you need a 3' landing.
What about a pocket door? Would that work better for you?

Put spring hinges on the door and either tape the catch on the latch down, or take the latch apart and remove the catch. Then you can just push it open from the stairs but you will need to pull the knob to open it from downstairs. If you are worried about kiddy opening it and going upstairs, remove the knob and put a pull handle on the door that is higher up and out of reach, if you remove the knob, you will want to cover the hole with a cover plate, or fill it and repaint the door.
