So we had some rain this week in usually sunny Phoenix, and what was a small, very pale spot in my bedroom ceiling now is damp and the popcorn ceiling is peeling off at that spot. I think the leak may be where the air-conditioning unit is attached to the roof.
No. I also gave thought to have a home inspector inspect the attic as a place to start.
Your roofer will look in the attic. If he doesn't, find another roofer.
It is a must to see the water impact on the underside of the roof deck. No point in fixing the roof surface if a piece of decking needs to be replaced.

If you had a "small very pale" spot, you already had a leak. Under the roof there's probably a big dark stain, which is now wet (unless it's dried out since you posted). The tough thing is that water runs, and it runs between the layers of roofing material, and the lower the slope of the roof the less likely it is that the leak's directly upslope from the underside stain.
Unless the leak's at a point of penetration which was improperly flashed and sealed, I'd say it's most likely you need the whole thing replaced. You don't spring a leak at one point in a roof and the whole rest of it's just dandy, unless it's a poorly done penetration or a single impact (meteorite? Is hail a factor in Phoenix? If it's hail damage, there are probably a bunch of dents, not just the one that's leaking). So you may as well steel yourself for a roof replacement. Hopefully the decking's not rotted and hopefully there's just the one roof on there (my house, re-roofed about 8 years ago, had lath decking, original 1938 wood shingles, 1960s "composition" shingles, and at least one and maybe two more layers of asphalt shingles over that - yes, they charged for tear-off!)
When I lived in Colorado Springs where we had numerous hail storms, I'd always have the insurance adjustor and the roofer meet at the same time to inspect the roof. I'd usually have a decision on the validity of the claim on the spot.
If no insurance claim is needed, get a qualified roofer to determine cause and give you a quote.

This. Why pay for two people's time when the right person can not only diagnose the problem but also do something about it?
Chances are there’s a roof vent or pipe boot in that area that has failed and needs to be replaced. Most “spot type” ceiling leaks occur as a result of roof penetrations that have failed.
The sun will destroy the older ones in about 15 years in a moderate climate area and much quicker in a much hotter climate like Arizona.
Hartford Insurance sent a company today. It does appear to be due to where the heat pump on the roof is attached. Looks like not a big job...perhaps less than $1500. May not actually ask for claim reimbursement.
