Not wired together.
Black cable from timer has 3 wires, Red Green White. R & G each go to 1 solenoid. W is common.
What I don't see are any "levers". Perhaps what OP sees is a tab on the solenoid that helps to grasp it to unscrew the solenoid from the valve. In my own experience, the solenoids fail before the valve itself fails.
And the cross-shaped handle is used to adjust the flow for that specific zone, as needed.
Somehow I missed the green wire. I would say the cross shaped handles are there to charge the system manually if need be. Mine have a small lever that functions in that aspect. A 1/4 turn fully charges a particular zone.
After playing some more with it, I'm starting to think there's a real problem: When I turn on the main irrigation valve (the blue handle next to the big vacuum breaker) even just a little, the water won't stop coming out of the drip lines, even when theoretically I've turned off the water valves in the irrigation box all the way (turned the knobs all the way to the right). So, I need to figure out why it's not stopping the water from flowing even when the drip line and sprinkler system is turned off.
PS. I can get my sprinklers and drip line to work just fine by turning the tiny black tabs in the 'down position' and opening both water valves in the irrigation box. But after running a cycle of sprinklers, the pressure drops enough for the sprinklers to stop running, but not enough for the drip line emitters to stop dripping water, if that makes sense. There's apparently nothing stopping the main irrigation water from running continuously.
