Dogs can have a smell, apart from actually messing in the house, but cats seldom have a smell that is not associated with peeing or marking or the litter box, IMHO.
This person says it's not a cat pee issue, that they are really concerned about allergies. Cat Dander. I don't think cat dander has a LOT of odor. The question really is, can cat dander and associated allergens be removed with just a dry vacuum, or does shampooing help? I don't know the answer to that.
Checking online it seems cat allergen activity can last up to 6 months. It is recommended to install an air filter system (HEPA is best) during that time. The allergens are proteins in the dander that hopefully decay/become inactive with time. Soap etc speed that up. And the filters take the tiny dander particles out of the air.
So if you are buying such a home maybe have it deep cleaned, clean the air ducts, and install a hepa filter for the conditioned air.
