How does a city get a consulate office? Do they just set up an office where they have large populations of these folks? I always thought (thought wrong) that all major cities had consulates from most big countries.

Most consulates will congregate in one city reguardless of population. Houston is the most international city overall in Texas, but they dont have the largest population of all the places that have consulates there. Take South Korea for an examples. Dallas has a much larger Korean population, but the consulate is in Houston. It still makes sense for it to be there because all the other consulates are there.

Consulates dont have a huge bearing on who lives where.

The list for Houston doesn't look complete. I've read elsewhere where Houston has 70-80 or more consulates. Several obvious ones missing from the above list are Germany and Canada.

As someone above mentioned, there are many more missing. Others that I have seen/visited are Switzerland, Panama, and Spain. But the biggest one missing is Mexico, of which there are more than one! Because of the Oil and Gas, Medical and Space industries, many countries have a presence here.

Linksky: Many of the "consulates" you mentioned in this list are honorary consulates, where there is a private individual who acts on behalf of a country. There aren't really any diplomatic staff members from the country in the case of an honorary consulate.
