Well, from what I've seen (and I've only lived in Houston about 3 years), the areas West of Downtown tend to be better... that doesn't mean, however, there can't be "ghetto" areas mixed in.
But areas/neighborhoods like The Heights, Neartown/Montrose, River Oaks, Midtown, Uptown/Galleria all are nice for the most part.
I briefly lived in the SE side of town (near Hobby) and it was hell.

Especially in the Loop. Where Downtown is, to the west is the "nice" areas - West U, Bellaire, Heights, etc. To the east is the ghetto. Notice the close proximity.

Good luck OP. Houston is really subjective on what's great and what's not. And seriously, any place you can name that's great has some really not so great VERY close by

Got to put a plug in for the Gulfton Ghetto, really cheap, crappy apartments but close to a lot of nice areas , Meyerland, Bellaire, West U, Galleria.... maybe it is getting better, you don't hear much about it any more.

Meyerland West U Galleria not even that close to Gulfton some of you need to pull out a map when talking about where areas of Houston are located Galleria is about 2 miles away the other 2 areas are closer to 3+ miles away

parts if Bellaire can butt up right against the worst of the worst. Look at Fournace outside the loop....:eek Chimney Rock/Bellaire area can change from mixed race, upper-middle class to to third world gangs block by block.2-3 miles can be a Universe away in this city.

West U is within a mile...Galleria is within a mile.......Meyerland is so transitional still at this point.

Green is Gulfton Yellow is the other 3 areas I listed are they a mile or less away no
