I'm actually in a smaller community near New Territory and it's on the border of the two cities. But Richmond's actual city limits are tiny... most of the "Richmond" land area where the new construction is happening is unincorporated with Richmond postal address but actually more like a west Sugar Land or south South Katy location (depending on where).

I was told Fort Bend is more strict about development, roads etc. being up to standard and "nice" and not as "hodge-podge" as Harris... but can't remember all of the exact details.
