Hi, I search the heat wave treshold for Houston but I don't find it.

I'd say above 95f for an extended period of time.....

Over 100 imo. 95 is normal summer temp

I 'think' they issue heat alerts if the heat index is supposed to be 108F or above.

I think temps 97+ with heat index 108+ for 2 days or more then they start to issue them here

It depends on where you are; IAH averages 95F in August, but Downtown Houston averages 92F on that month. Average temps for August barely reach 90F along the coast.

I think Downtown Houston average 94°F (even more with the UHI), William Hobby airport reach 92°F but not Downtown wich is more inland and more prone to the UHI effect.

William Hobby Airport is the airport near Downtown Houston; the 94F comes from IAH (Bush Intercontinental Airport), which is quite a bit away from the Gulf, and not as moderated. Add the general UHI presence over Houston, from all the concrete sprawl, cars, and exhaust, and you have artificially inflated summer temps. Summer temps are known to have risen over the years even in New Orleans, due to UHI; imagine the degree of summer temp inflation Houston must have experienced, being a much more built up area.
