what would you recommend would be the best option for someone landing into Hobby around 4ish PM and have a 8:45 flight out of IAH. I would imagine something like Uber would be crazy expensive so not sure if the airports have some sort of shuttle system

What day of the week will this be if it is a week day you will be cutting it really close to get there with enough time traffic at about 5pm is a real mess. Drive should take you normally should take like 30min to 35min with traffic add 30 to 45 min to that.

I recommend you look into one-way car rentals, sometimes you can find something fairly reasonable for pick-up at HOU and drop-off at IAH. Otherwise a flat rate taxi should run you about $65-$70. You could also look into SuperShuttle, but there's no telling exactly how long a shuttle trip would take (depends on when shuttle is available and how many other stops it makes).

You have at most 4:45 hours for plane to land at Hobby, get to her way , shuffle off plane, walk down concourse to ground transportation , negotiate and get on ground transport, get to IAH which with NO traffic is close to an hour, get through security at IAH, and get to your gate at IAH. This is assuming no checked luggage. You are not in position to be quibbling about costs unless saving money on ground transport is more important to you than at least having some hope of making your flight at lAH.
Your only realistic options are:
Carry on luggage only, have IAH boarding pass in hand,pray Hobby flight is on time and not delayed on tarmac, run don't walk to taxi stand, pray taxi line is short, pray traffic to IAH is not too bad, pray IAH security is fast, pray your gate is not at far end of the concourse, run don't walk to gate. Realize you are praying for not one but several miracles, and have a contingency plan ready if you miss your IAH flight .

As long as the flight lands on time at hobby, you should be ok. I would take a taxi, not try to risk finding Uber or car rental. If you don't have checked in baggage, that's even better. If you can be on the road at 4:30pm, it'd be much better than at 5pm traffic wise, unless it's a Friday.You may want to take loop 610 fr hobby north instead of passing through downtown during rush hours. If the flight from IAH is within US, you don't have to be there that early, an hour usually suffices. I guess I'm always a last minute traveler so this scenario doesn't bother me much, lol, but all hinges on the arrival flight being on time, and I assume you wont' have to go through customs. Uber drivers are all around both airports. That's like a $50 ride. No issue whatsoever.

book a later flight. doubtful you'll make it.

otherwise find a fast taxi driver...

I have done this numerous times during rush hour. You should be fine. Take a limo or a cab and ask them to take Sam Houston all the way from Hobby to IAH, keep google maps open on your phone to give you any update on wrecks & delay on your way for rerouting. Costs anywhere around $125 or more on an average using limo service one way either direction

I recently took an Uber Select from Hobby to IAH (inbound flight to IAH was cancelled, had to take Southwest home and pick up my car at IAH).

It was exactly $92.89.

Landing Hobby @ 5PM, with an 8:45PM flight out of IAH you will have plenty of time, with some to spare.
