Someone on a Hurricane Harvey FB page posted that FEMA has to declare any area a disaster zone for people to file for FEMA assistance and FEMA had not done that by this afternoon...
I don't know if that info is accurate but thought some posters here might...

Just got txt from home (I am stuck in S.A. for work this week), they had 5" in the last hour. Street water above curbs.

Nearly 37,000 Houston customers have lost power, according to CenterPoint. Crews have no estimated time for power restoration, due to flooding.

I live in Spring Branch Woods, just behind the Bunker Hill HEB. the water was way up into our yard for quite a while. I think it still is, in fact, but it's going down a bit. I was pretty sure we were going to flood, but fortunately we have a little break here. Hopefully it lasts.

You drop 20 inches of rain in a couple of hours on any city and you will get flooding...
