There is already a template with the annual Thanksgiving and Rodeo parades. Houston does thrive on preparedness!

All the transportation infrastructure in DT is only built for about 100-200k commuters. The estimates of 800k-1 million attendees (4x or 5x of a normal commute) showed the stress of the reduced transportation system. (The TV news helicopter pictures showed plenty of people stranded approaching DT.)

For some odd reason, public transit was shut-off in the parade area during the mid-day and everyone was forced to drive/Uber-in. It mostly interrupted the commuter buses during the mid-day schedule since they are run through the "Skyscraper" District of DT. The red line was overloaded and the entire thing turned out to be a mess.
