I’m referring to outside of the loop, you’re referring to inside the loop mainly downtown.

There was literally zero crime in the suburbs (West Houston, Katy Sugar land etc.) compared to now.

There was plenty of crime in suburban areas of the city, outside the Beltway, certainly by the 1990s. Much of the area we think of now as "suburbs" didn't even exist until at least the late 1990s.

There may have been crime as much as today, however one could rely on the police showing up to any accident scene, the non emergency line was always available unlike today when in many instances they never respond.
People drove way way better, hardly anyone was distracted while driving. There were WAY less accidents on the freeways as well as on the streets. People in general knew how to drive. The police was out there giving tickets.
Back then people honked to anyone who was driving while imbecile, today one could get shot and killed for doing that.
Today people run stop signs, red lights or do anything idiotic and the police enforcement is not there. Living today is way way more dangerous and difficult than any time prior to 2000.

I will agree that police responsiveness was better back in the day when our officer-to-resident ratio wasn't so low. It especially shows for property crime. For the last 25 years, you could pretty much assume that police aren't going to help you with that.
