No, that's illegal. There is no situation where you can turn left on red from a 2 way street without crossing the other lane of traffic. You mat have a red, but the other direction may not.

No no no. Here is a graphic, showing a left turn, both from a one-way onto a two-way, and vice versa. As you can see, in either case, you are cutting across traffic. Left on red is only legal from a one-way, to a one-way.

Although sometimes people behind the car at an intersection with signs prohibiting it (signs both a bit back and at the intersection) wrongly, rudely, and impatiently honk at the person at the intersection who won’t violate what the sign says.

The opposite of that is intersections like Shepherd and Westheimer in Houston, where left turns are prohibited, and some idiot is sitting there blocking traffic with their left turn signal on. It generally results in them making the turn on yellow, while the 10 cars behind them have to wait another cycle to go straight.

So .... most of the time is not legal

"Most" is not a term one should use. Left-on-red is legal in some situations, and not in others. "Most" is typically an adverb, not a legal qualifier.
