I have no idea why I am wasting time on this thread, other than to counter some of the misconceptions. "Fallout" shelter was always a misnomer, but it was useful to get an uninformed public to act. A tent is a "fallout shelter" because it keeps the fallout from touching you. The larger intent of the shelters of the 1950s and 1960s was twofold. First - bomb shelter. When a bomb of a large size hits there is a large amount of airborne debris. Get in a hole in the ground with a layer of protective concrete or soil and your chances of being clobbered and adding to the triage load is reduced. Second - de-stress food supply issues. When you have a safe stock of food that can hold you for up to a month, you are less likely to be out looting and pillaging the local Piggly Wiggly, and possibly you can be in good enough condition to help with recovery efforts.

From a practical perspective, a nuke war was unlikely to be a one and done. When the first volleys were fired and landed, reassessment and repeat attacks were entirely likely. People in bomb shelters could outlast the days or couple of weeks involved in the primary attacks.

As for fallout, a week and a rain or two and life goes on unless it is a dirty bomb. Take an iodide pill, keep the kids sequestered for a while and move on. If you are that afraid of nuclear war on a personal basis, live in the country and support local business. If you are afraid of it on a countrywide or civilization basis, elect sane leaders and learn how deterrents (nuclear and others) work and support those.
